With newer version of windows, it doesn't completely shuts down and it rather hibernates it. It allows it to boots faster.
But it creates problem with dual boot systems. because the partition is still being used by windows, it gives error when accessing in linux
FIX?
this is disable fast boot in windows
Alternatively you can hold shift when clicking shutdown it does the same thing but above method is preferable as you don't have to do it every time

- Boot into windows and got to your settings
- hardware & sound
- energy option
- define power button behaviour
- uncheck fastboot
- shutdown pc
- start into Linux
