After making it appears to be a VPN service ( a VPN or virtual private network is a tunnel which protects your ID if you're using an open WiFi connection ). The connections doesn't seem to work till now. This could be a part of alleged Google's carrier service which also includes use of open WiFi networks. This is merely an assumption it might be an incomplete project that we might not see working soon or at all.
